1974-76 - Head of the Organizational Department, Second, First Secretary of the Lenin District Committee of Comsomol, Yerevan, Armenian SSR. 1976-1984 - First Secretary, City Committee of Comsomol, Yerevan. 1984-1986 - Communist Party Secretary, Industrial enterprise "ArmElMachinery", Yerevan. 1986-1988 - Inspector of the Organizational Department, Central Committee of the Communist Party of Armenia. 1988-1990 - First Secretary, Gugark regional Committee of the Communist party.

1990 - Elected member of the Supreme Council of Armenia. 1994 - Created the Ramkavar - Azatakan (Liberal-Democratic) party and has since that date been chairing it. Since July 1995 - Member of the National Assembly of the Republic of Armenia, deputy Head of the Standing Committee on State and Legal Issues.

1996 (Oct) - 1997 (Apr) - Deputy Mayor of Yerevan. 1997 (Apr) - 1997 (Nov) - Governor of Lori Region, Armenia. 1997 (Nov) - 1998 (Feb) - Head, National Assembly's Standing Committee on State and Legal Issues.
